National Change of
Address (NCOA)
Over 40 million Americans
change addresses annually, which creates formidable obstacles in maintaining a

Address (NCOA) program makes change-of-address information available to mailers
to help reduce undeliverable or duplicate mailpieces. NCOA service is a
comprehensive program that aids mailers in identifying changes of address before
mail enters the mailstream.
The NCOA service is provided by private sector companies that are certified and licensed by the Postal Service. Updated, computerized change-of-address information is provided on a regularly scheduled basis to the NCOA licensees by the USPS. The result is improved mail deliverability by providing mailers with current, standardized 5-digit ZIP Codes, 4-digit add-on codes, and 2-digit delivery point coded addresses for individual, family, and business moves.
INCOA helps reduce undeliverable-as-addressed mail by correcting input addresses prior to mailing. Since 1986, this service has saved mailers millions of dollars that otherwise would have been wasted in materials and postage.

Presort
Accuracy, Validation, and Evaluation (PAVE)
The Presort Accuracy, Validation, and
Evaluation (PAVE) program is a process designed in cooperation with the mailing
industry to evaluate presort software and determine its accuracy in sorting
address files according to Domestic Mail Manual (DMM) standards. PAVE is
available only to software and hardware developers, i.e., companies that develop
presort software or manufacture presorting equipment for resale or internal use.
Participation in the program is purely voluntary. Anchorside's Software is
PAVE Gold Certified.
